In a WebRTC session, audio only endpoint cannot be heard by remote endpoints

Issue description

Chrome Version       :  50.0.2661.102 (64-bit)
URLs (if applicable) :
Other browsers tested: 
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
    Firefox: OK Version 46.0.1
 

What steps will reproduce the problem?
Steps:
1. Start meeting / webinar from Chrome Browsers
2. Join same as Translator and Participant from Chrome (Here code changed so that Chrome connected as audio only) and FF
3. Ask Participant to select Translator and Translator starts talking.

What is the expected result?
Chrome Attendees should hear clear voice from Chrome Translator when Chrome connected as audio end point only.

What happens instead?
Chrome attendee/participants hear no voice from Translator.
Whereas FF attendee can hear it properly.

Please provide any additional information below. Attach a screenshot if
possible.
