Before diving into code and debugging, could we double check the report_network_interfaces policy is set properly in CPanel?
Changing to release-block beta as it affects enterprise and we don't have those users on dev channel

I can't reproduce a bug on Ninja ChromeOS-test-R52-8350.2.0. Please check, that device is auto-launched kiosk and report_network_interfaces policy is set, or provide more information.
