What steps will reproduce the problem?
(1) Save some bookmarks in the "Other Bookmarks" folder, so that the folder appears in the Bookmarks Bar
(2) Save some bookmarks to the Bookmarks Bar and shrink the window, so that the Chevron icon appears in front of the Other Bookmarks folder
(3) Hover over the Chevron icon and the Other Bookmarks folder

What is the expected output? What do you see instead?
Between both hover states could be a padding. I think it could be also 4pt padding regarding your polishing work from https://codereview.chromium.org/2013523005/
