PolicyUrlFilteringTest#testBlacklistedUrl is flaky in multiprocess mode

This is recently happening in m52. We should investigate. Firstly let's disable it.

Was this reproducible locally or only on some bot? Do you know the way in which this failed? (I'm kind of hoping that https://codereview.chromium.org/2130393002/ fixed this :P)
