Teach WebPageReplay to respond with 304

To improve reproducibility with loading-related benchmarks that talk to WPR, let's teach WPR to respond with 304 (Not Modified) on revalidation requests

... not making it a catapult bug on purpose, prefer to have bugs in one place, sorry
