Desktop notifications are white blank

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2751.0 Safari/537.36

Steps to reproduce the problem:
1. Open https://jsbin.com/ziwod/2/edit?html,js,output
2. Click notify me
3. Observe the desktop notification

What is the expected behavior?

What went wrong?
Notification is all white blank

Did this work before? N/A 

Chrome version: 53.0.2751.0  Channel: n/a
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

Have the same problem, Im using Checker Plus for Gmail, deactivation and new activation did not help, computer restart - no help. For me that happened first like 18 hours ago.
