Create browser_tests for proxy resolver.

Filing due to 615084.

There are some basic browser tests for proxy resolver. However, now that the proxy resolver runs in a sandboxed process, unit test for the V8 resolver are no longer sufficient. This bug is to track additional browser tests that exercise the resolver inside a sandbox.
