OS: Windows(7,8,8.1,10), Linux (ubuntu 14.04 LTS)

Steps:
1. Launch Chrome and navigate to chrome://device-logs.
2. Reload the page a few times and view the portion above check boxes.

Actual      : Flashes of empty check boxes are seen.
Expected : Flashes of empty check boxes should not be seen.

This is a non regression issue seen from 'M-43' build number (43.0.2316.0)

Note: Issue is not reproducible on Mac OS X (10.10.5)(10.11.4)
