Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.63 Safari/537.36 Example URL: https://prerender-test.appspot.com/ Steps to reproduce the problem: 1. Visit https://prerender-test.appspot.com/ 2. 3. What is the expected behavior? Chrome should prerender pages, as it always did. What went wrong? Chrome prerendering doesn't work. Did this work before? Yes Chrome version: 51.0.2704.63 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 21.0 r0 Tried Chrome with all extensions disabled, still doesn't prerender. All options are flagged.

What does chrome://net-internals/#prerender show at the top?

Ok here is why. It shows prerender enabled, but that 3rd party coockies are blocked so that's why it's not prerendering. (Yes I have default 3rd party cookies blocked, but I always had...)

That's now expected behavior - prerendering can be used to load third party sites in a first-party context, so they can set cookies, if we prerender.
