prerendering doesn't work

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.63 Safari/537.36

Example URL:
https://prerender-test.appspot.com/

Steps to reproduce the problem:
1. Visit https://prerender-test.appspot.com/
2.

What is the expected behavior?
Chrome should prerender pages, as it always did.

What went wrong?
Chrome prerendering doesn't work.

Did this work before? Yes 

Chrome version: 51.0.2704.63  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 21.0 r0

Tried Chrome with all extensions disabled, still doesn't prerender. 
All options are flagged.
 
Did the page show "Prerendering is enabled"?
It always had in the past,yes. This is first time it says disabled. Not
sure from when, as I didn't go there from maybe one year.

Ok here is why. It shows prerender enabled, but that 3rd party coockies are
blocked so that's why it's not prerendering. (Yes I have default 3rd party
cookies blocked, but I always had...)

Status: WontFix (was: Unconfirmed)
That's now expected behavior - prerendering can be used to load third party sites in a first-party context, so they can set cookies, if we prerender.
