Setting network to offline does not affect websockets

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36

Steps to reproduce the problem:
1. Visit a website that sets up a persistent websocket connection.
2. In the DevTools Network panel, set the network simulation to "Offline".

What is the expected behavior?
The websocket is disconnected

What went wrong?
The socket remains connected.

Chrome version: 50.0.2661.102  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0
