PDF: Scrolling/selection doesn't stop when mouse-up is over the taskbar/scrollbar

Issue description

Version:
53.0.2750.0 (Official Build) canary (32-bit)
52.0.2739.0 (Official Build) dev-m (32-bit)

OS: Windows 7

What steps will reproduce the problem?
Scrolling:
(1) Open a PDF using Chrome
(2) Drag the thumb in the scrollbar downwards
(3) Release the mouse click over the taskbar (outside of chrome)
(4) Move the mouse over the scrollbar and observe scrolling without a mouse click

Selecting:
(1) Open a PDF using Chrome
(2) Inside te PDF documnet, select some text with the mouse, and keep the mouse button pressed
(3) Release the mouse click over the vertical scrollbar
(4) Move the mouse over the vertical scrollbar and observe scrolling without a mouse click

Another variation is releasing the mouse click over the taskbar while doing selection in the PDF, this allows selecting without a click.


The mouse-up seems to be lost in these cases.

Thanks for the report. I am able to reproduce the above issue on Windows 7 on Canary version 53.0.2753.0 consistently and not able to reproduce the above issue with equivalent dev build 53.0.2753.0 & 52.0.2743.10 (recent dev), tried on 3 different windows machines(2 desktop & Lenovo X1 carbon laptop). Hence unable to provide the bisect, removing the bisect for now.

I would request you to please try the above issue on latest Dev & canary version and let us know if the issue persists.

Reproduced with 52.0.2739.0 (Official Build) dev-m (32-bit) but not with Version 52.0.2743.19 dev-m
