Clear all button is seen disabled in notification bar

Version: 53.0.2749.3/8376.0.0 (Official Build) dev-channel auron_paine, Wolf
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user>> download image>> take screenshot>> then go to notification bar which was presented beside Uber tray>> Click on settings button>> and observe

Expected: On clicking on settings button, Clear all button should not be seen disabled
Actual: Instead Clear all button is seen disabled 

This is a Regression issue as issue is not seen in M50: 50.0.2661.103/7978.74.0 stable-channel Daisy

Issue is not applicable to Linux and Windows

Note:
1.Clear all button is getting disabled on first click on settings icon and again getting enabled on second click
2.We should be able to get out of the notification bar on clicking Clear all button, but the clear all button is seen disabled when we are in settings tab

Able to reproduce the issue on Paine using chrome version  53.0.2749.3/8376.0.0.
Marking it as Untriaged to get more inputs from dev.

I think this should be disabled state when it is the settings mode.
