Focus is not seen on ‘Close’ button in permission bubble using Tab after enabling 'WebUI-style Browser Dialogs' flag

Issue description

Chrome Version:53.0.2750.0 (Official Build)c84885e83ecac137b93ed2b6c8b7323d8e91ffe1-refs/heads/master@{#396337} 64 bit
OS: Mac ( 10.10.5, 10.11.4)

Pre-condition:Enable ‘Toolkit-Views WebUI-style Browser Dialogs’ flag.

What steps will reproduce the problem?
1. Launch chrome and navigate to https://permission.site/
2. Click on any button such that permission bubble appears and press Tab 
3. Observe.

Actual: Focus is not seen ‘Close’ icon on permission bubble.
Expected: Focus should be seen 'Close' button on permission bubble.

This is non regression issue, seen from ’M 53’ (53.0.2750.0)

Note:
1. This is a newly added feature seen from build no-53.0.2750.0
2. Above issue is not seen on Windows and Linux OS.

This is working as intended. To focus the close button you need to toggle OSX "Full Keyboard Access" via System Preferences. (hotkey: Ctrl+F7).

The related bug is  Issue 605667 , which is that there shouldn't be a close button at all :)
