Perf: Group resources within .pak files in order of usage |

Issue descriptionAt first, we could do this as a one-off: Log every time a resource is requested from the ResourceBundle, then use that to determine the order of the files within the .pak file. The hope is that this would lead to fewer pages of memory having to be mapped in, and better start-up memory coherency. If this turns out to be s measurable improvement, we could have a bot generate this file.
