Meta bug: support mutlti-repo patches

Issue description

This means given 1 CL, bot_update && gclient must be able to:
1. find out that given CL has dependencies, potentially to other repos from the checkout DEPS
2. apply each of the CLs to respective repo in the right order.

Chrome OS Kernel patches work this way already. Is this just a matter of using gerrit instead of rietveld?
IIRC, ChromeOS also uses repo, not gclient. That's where most of the work is.

I think we still want this.  Also I think Edward did a bit of groundwork to make this possible already.
