Accessibilty: pinch zoom does not allow making some pages/fonts bigger

Issue description

Steps to reproduce the problem:
Load http://jungsik.kr/seoul/#visit 
Font is unreadable on my phone, pinch zoom is hijacked by the page's javascript and prevents me from making the page/font bigger

What is the expected behavior?
On my desktop, making a page font readable cannot be hijacked by the web page

What went wrong?
chrome/android should have a way to zoom that cannot be hijacked by the web page.

internal b/28824861 also mentions "Actually, probably the main bug here is that text autosizing isn't boosting the font sizes on the page to make them legible without zooming."
That's likely a separate bug, but worth noting too.

Chrome has a setting for that, just click Menu > Settings > Accessibility > Force enable zoom.
