DevTools: using "const" keyword breaks with #disable-javascript-harmony-shipping

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.63 Safari/537.36

Steps to reproduce the problem:
1. Launch google-chrome-stable
2. Press F12 (or Ctrl+Shift+I or select menu item).

What is the expected behavior?
Open window "Developer tools"

What went wrong?
Error in chrome not showed up, but in console:

Did this work before? Yes google-chrome-stable:amd64 (50.0.2661.102-1)

Chrome version: 51.0.2704.63  Channel: stable
OS Version: 15.10
Flash Version: Shockwave Flash 21.0 r0

Same thing trouble with button "Report issue" in menu
 
After reset all chrome://flags, all work correctly.

Unfortunately, I am did not retain state of flags before reset.

Andrey, let's add a presubmit check for const.
Yes, when I set flag "#disable-javascript-harmony-shipping" got same error again.
