#top-chrome-md does not work on Ubuntu 14.04 LTS

Issue description

Chrome Version       : 51.0.2704.63
OS Version: Ubuntu 14.04 LTS
URLs (if applicable) : chrome://flags/
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:
  Firefox 4.x:
     IE 7/8/9:

What steps will reproduce the problem?
1. Set "Material design in the browser's top Chrome" to "Non-material"
2. Restart or completely exit Chrome

What is the expected result?
The top bar will be non-material


What happens instead of that?
Nothing changes, the browser is still using material components

Please provide any additional information below. Attach a screenshot if
possible.
