Chrome PDF Viewer option is selected as deafult and can't be disabled.

Version: 51.0.2704.63
OS: Windows 7

What steps will reproduce the problem?
(1) Install latest version of Chrome Stable 
(2) Navigate to "chrome://plugins/" and observe Chrome PDF Viewer --> Always allowed to run


What is the expected output?
user need to have control over Check/Uncheck Chrome PDF Viewer "Always allowed to run"

What do you see instead?
The option is greayed out and unable to uncheck the option "Always allowed to run"

Note : On Mac this is working fine, Will update once I check on Linux.

thestig@, could you please take a look as this is M51 Stable Blocker and we're  We're cutting M51 Stable RC on Tuesday, May 31st. The fix has to be landed and merged to M51 by Tuesday 1:00 PM PST. Thank you.

This is WAI. The PDF plugin is an integral part of Chromium and will always run. If you wish to disable it, you can still do so via the "disable" button or via Enterprise policy. See issue 509251 for the discussion about this.
