Remove openH264 files from Chrome |

Issue descriptionVersion: 52 OS: all Since the decoder from openH264 isn't used we should make sure that the decoder specific files doesn't have any binary size impact on Chrome.

The decoder files (https://code.google.com/p/chromium/codesearch#chromium/src/third_party/openh264/src/codec/decoder/&q=f:openh264%20f:codec/decoder/&sq=package:chromium) are purposefully not included (https://code.google.com/p/chromium/codesearch#chromium/src/third_party/openh264/openh264.gypi) in any OpenH264 build. I would say this is already Fixed, but feel free to take a second look if you want to.
