[Presentation API] Accept non-http{s} schemes for PresentationRequest

Per discussion at the SSWG F2F, it is better for interop to place proprietary presentation URLs into their own URN/scheme so they can be easily filtered by other implementations.  E.g., cast:<foo>, dial:<bar>

This bug tracks the work to accept non-http{s} schemes for PresentationRequest as an interim step until a spec is finalized for fallback behavior.

I believe imcheng@ picked this up and may have already landed all the prerequisite fixes.  Should see if there are LayoutTests to cover this as well.

There are already a few LayoutTests cases using the cast scheme, so there should be sufficient coverage.
