Per-origin Media Device IDs are persisted even if storing cookies is disabled |

Issue descriptionThe spec recommends "to treat the per-origin persistent identifier deviceId as other persistent storages (e.g. cookies) are treated." From this, it follows that if storing cookies is disabled, storing per-origin device IDs should be disabled too. More accurately, the random salt used to generate the IDs should not be persisted if the user has not given permission to store cookies.
