Issue descriptionEmircan, was this what you expected to happen after https://codereview.chromium.org/2000853002? Appears H264 framerate has stabilized, enc bitrate has gone down, transmit bitrate has gone down and total sent bytes have gone up a bit? Appears bytes_sent regressed on about the 19th of May, and are recovering now. Is that the bug you're fixing here? Interestingly there appears to be no dashboard alerts for when these metrics regressed, not sure why?

Yes Patrik, after that CL we expect a constant frame rate of 30. That bug was directly affecting the frame rate and bitrate, so there might be some side affects. We already have a discussion about it on https://bugs.chromium.org/p/chromium/issues/detail?id=611392. Should we merge it with that?
