OS: Mac (10.10.5, 10.11.5)

What steps will reproduce the problem?
1. Launch chrome and navigate to http://www.popuptest.com/popuptest1.html
2. Observe animation of popup blocker text.

Actual: Weird overlapping is observed between popup blocker text and star icon area.
Expected: Overlapping should not be seen.

This is regression issue, broken in ‘M 53’ and below is narrow bisect:

Good build:52.0.2743.10

Note: Above issue is not seen on Windows and Linux Os.
