Regression: Text selection is not proper in www.google.com.

Chrome Version: 52.0.2743.10 (Official Build) 18f7321a2c4403368e9e5e53f5396ede2d60b2f7-refs/branch-heads/2743@{#70} 32/64-bit.
OS: Windows (7,8,8.1,10)

Steps:
1. Launch chrome and navigate to https://www.google.com/intl/hi/chrome/browser/privacy/
2. Select any header text in hindi language and observe the text selection.

Actual: Text selection is not proper i.e. some part of the text is not selected .

Expected: Text selection should be proper.

This is a regression issue broken in M-51.

Manual Regression info:
Good build: 51.0.2695.0 
Bad build: 51.0.2696.0

sky@, could you please take a look as this is M51 Stable Blocker and We're cutting M51 Stable RC on Tuesday, May 31st. The fix has to be landed and merged to M51 by Tuesday 1:00 PM PST. Thank you.

During Stable blocker triage meeting, we (Shruthi, Prudhvi and I) agreed this not a Stable blocker. So removing "ReleaseBlock-Stable" label.

Re-checked the issue on latest canary 53.0.2784.1, issue is still reproducible.
Note: Issue is seen for header texts only.

Status: Fixed (was: Assigned)
This is now fixed in the translation and we're now just waiting for it to push to live version.
