Regression: In dev tools 'pause timeline' icon is seen for paused recorderd animation .

Chrome Version: 52.0.2743.10 Revision 18f7321a2c4403368e9e5e53f5396ede2d60b2f7-refs/branch-heads/2743@{#70}(32/64 bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
(1) Launch chrome,open dev tools window and navigate to 'Animation' section from 'Open tabs'
(2) Reload the page,click on recorded animation then click on 'Pause all'(animation get stopped).
(3) Observe the 'play/pause timeline' icon 

After clicking on 'Pause all' recorded animation get stopped but 'pause timeline' icon is shown. 

After clicking on 'Pause all',if recorded animation stop then icon should change to 'play timeline'.

This is a regression issue, broken in 'M-52', below is bisect info:

Good Build: 52.0.2730.0

Bad Build: 52.0.2731.0

M52 Stable is approaching soon. Please have a fix / revert ASAP.
