Regression:After pressing 'tab' key blue ring is not displayed while traversing through bubble/bookmark.

Chrome Version: 53.0.2749.0 (Official Build)Revision d69647a96ab9567614091a939be30e8a4330ba25-refs/heads/master@{#396053} (32/64-bit)
OS:Windows (7,8,8.1,10),Linux (14.04 LTS)

Precondition: Precondition: Enable 'Material design in the browser's top chrome' by selecting 'Material' option.

What steps will reproduce the problem?
1.Launch chrome and open incognito window, bookmark 2-3 webpages.
2.Hit 'F6' key from keyboard such that focus appears on omnibox,press 'tab' key and observe the focus.


Actual: After pressing 'tab' key blue ring is not displayed while traversing through options(i.e for bookmarks, bubble etc)

Expected: After pressing 'tab' key blue ring should be seen for all options while traversing.


This is a regression issue broken in 'M53' and will soon update other info.
