In Switch person window, 'ADD PERSON' option works even when disabled in 'chrome://settings'.

Issue descriptionVersion: 52.0.2743.10 (Official Build) 18f7321a2c4403368e9e5e53f5396ede2d60b2f7-refs/branch-heads/2743@{#70} (32/64-bit) OS: Windows (7,8,8.1,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS) Precondition: Enable Material Design User Manager flag from chrome://flags. What steps will reproduce the problem? 1) Launch chrome, click on avatar icon in top R.H.S and select 'Switch person' and minimize the Switch person window. 2) Go to chrome://settings, in 'People' section uncheck 'Enable Guest browsing' and 'Let anyone add a person to chrome' checkboxes. 3) Open Switch person window, click on 'ADD PERSON' option and observe. On clicking 'ADD PERSON' option, it navigates to 'ADD PERSON' overlay. 'ADD PERSON' option should not work as it is disabled from chrome://settings. This is a Non-Regression issue seen from M-51 series (Chrome version: 51.0.2674.0) Note: The above mentioned flag is available from build no: 51.0.2674.0.

We're removing these checkboxes from chrome://settings with MD settings. The "Add person" button becomes automatically disabled when all non-supervised profiles are locked. Marking as WontFix |
