On unchecking automatically send crash reports option, 'requires Chrome restart' message is not seen.

Issue description

Version: 52.0.2743.10 (Official Build) 18f7321a2c4403368e9e5e53f5396ede2d60b2f7-refs/branch-heads/2743@{#70} (64-bit)
OS: Mac (10.10.5, 10.11.4)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://settings and click on 'Show advanced settings' link.
2) In 'Privacy' section, uncheck 'Automatically send usage statistics and crash reports to Google' and observe.

On unchecking option, 'requires Chrome restart' message is not seen.

On unchecking option, 'requires Chrome restart' message should be seen.

This is a Non-Regression issue seen from M-30 series (Chrome version: 30.0.1149.0)

Note: Issue is not seen on Windows and Linux OS.

I found the handling code; there's a comment saying that

"A browser restart is never needed to toggle metrics reporting, and is only needed to toggle crash reporting when using Breakpad. Crashpad, used on Mac, does not require a browser restart."

So this seems to work as intended.
