Regression: Colour of lock icon is not proper in Incognito mode.

Chrome Version:53.0.2749.0 (Official Build)d69647a96ab9567614091a939be30e8a4330ba25-refs/heads/master@{#396053} 32/64 bit
OS: Mac (10.10.5, 10.11.4), Windows (7,8,10)

What steps will reproduce the problem?
1. Launch chrome,Open Incognito window and search any keyword like ‘Flower’ or navigate to https://expired.badssl.com/
2. Observe the Lock icon colour.

Actual: Colour of lock icon is not proper in Incognito mode.(i.e. White in colour)
Expected: Colour of lock icon should be proper in Incognito mode.

This is regression issue, broken in ‘M 53’ and below is narrow bisect:

This is as currently designed, but there is an email thread debating it where both pawliger and I have expressed concern.  I would personally prefer to see some sort of change here.
