Regression: Spacing issue is observed on country dropdown list of 'Sign in to chrome' overlay.

Issue description

Chrome Version:52.0.2743.10 (Official Build)18f7321a2c4403368e9e5e53f5396ede2d60b2f7-refs/branch-heads/2743@{#70} 32/64-bit.
OS: Windows (7,8,10), Linux(14.04 LTS).

Precondition: Enable 'new gaia password-separated sign in flow' flag from 'chrome://flags'.

What steps will reproduce the problem?
1. Launch chrome, click on avtar bubble icon from top right corner and click on 'Sign in to chrome' button.
2. Now, Click on 'More options' button on sign in to chrome overlay and then click on 'Find my account' option.
3. Click on 'Country' drop-down list and observe the spacing between country name and LHS border of dropdown list.

Spacing is not proper between country name and LHS border of drop down list and looks weird.
Spacing should be proper between country name and LHS border of drop down list.

This is a regression issue, broken in M-49 series, below is bisect info.

Good build: 49.0.2576.0  
Bad build: 49.0.2577.0

I couldn't reproduce this on Windows and Linux.
Anyway, this must be a bug of the sign-in option page.  Who's responsible for this page?

Retested the above issue on Windows(7,8,10) and Linux OS using latest canary chrome version 53.0.2749.0 (Official Build). It's still reproducible.

Rebisected the above issue on different machine and found the same range as mentioned in the bug.

With response to comment #5: Retested the above issue on Windows-10 machine using Canary chrome version 54.0.2824.0 and beta chrome version 53.0.2785.57. Its still reproducible.

If the issue still persist, try bisecting again with per-revision bisect script.
Just to update, unable to reproduce the issue on Windows 10 for canary version 55.0.2860.0. Attached screen shot for the same.
