The content overlay in chrome tracing goes black on resizing the window

Issue descriptionVersion: 52.0.2743.10 18f7321a2c4403368e9e5e53f5396ede2d60b2f7-refs/branch-heads/2743@{#70} (32/64-bit) OS: Windows (7,8,8.1,10),Linux (14.04 LTS) Steps: 1. Launch chrome and navigate to chrome://tracing. 2. Click on record button, select web developer and start recording. 3. Resize the window from bottom to top and observe the content overlay. Actual : The content overlay goes black on resizing the window from bottom to top. Expected : The content overlay should not go black on resizing the window from bottom to top. This is a non-regression issue seen from 'M-31' series (Build number: 31.0.1635.0) Note: Issue is not seen on Mac OS X(10.10.5, 10.11.4).
