Regression: Incognito zoom level does not change when default zoom level is changed.

Version: 53.0.2748.0 (Official Build) canary 20447ead8ba4b9bf3310da0d80a23a199aba1d60-refs/heads/master@{#395748} (32/64-bit)
OS: Windows (7,8,8.1,10), Mac (10.10.5, 10.11.4)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://settings and click on Show advanced settings link.
2) From Web content section, change the default zoom level to 150%.
3) Open a New Incognito window and observe.

Incognito window zoom level does not change to 150%.

Incognito window zoom level should change to 150%.

This is a Regression issue broken in M-52, will soon update other info
