Write an IPP attribute -> CDD converter for CUPS backends |

Issue descriptionCloud print uses PrintBackendCUPS to retrieve information about local printers. Currently PrinterCapsAndDefaults->printer_capabilities is expected to contain PPD information. CUPS has deprecated their PPD APIs in 1.6. Use cupsDestFindSupported and cupsDestFindDefaults to generate CDD and send that to the server instead.

No, 439433 is not related to this. This is necessary to support Chrome as a Cloud Print host using the updated CUPS backend.
