Only currently active user pod is visible on ChromeOS login screen.

OS: ChromeOS 8302.0.0 (Official Build) dev-channel x86-alex

What steps will reproduce the problem?
(1) Have multiple users on login screen.

What is the expected output?
Expect to see pods for all accounts on the current device.

What do you see instead?
Instead, only the active pod is visible. When no pod is selected, no pods are visible. See attached screenshots.

This was definitely working in M-50, not sure about M-51 as I jumped straight to M-52.

Also interestingly this doesn't seem to reproduce on a Pixel on the same version.
