LayoutObject::addElementVisualOverflowRects() doesn't cover all visual overflows

Issue description

Because it's implemented with addOutlineRects(), the result doesn't cover list markers and outlines.

This bug no longer matter after the function is removed in https://chromium-review.googlesource.com/c/chromium/src/+/1352503. The original callers of the function actually don't care about if the rects cover outline outsets or list markers. They just want the the area that can be clickable as a link.
