In recent build failures and running locally I see a huge number of log lines with:

merge_session_throttling_utils.cc(134)] Loading content for a profile without session restore?

We need to clamp these and/or better identify when a warning should be shown (perhaps only if base::SysInfo::IsRunningOnChromeOS() ?)
