ERR_SSL_FALLBACK_BEYOND_MINIMUM_VERSION when trying to access facebook

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36

Steps to reproduce the problem:
1. type facebook.com
2. 
3. 

What is the expected behavior?
facebook displays

What went wrong?
Get the ERR_SSL_FALLBACK_BEYOND_MINIMUM_VERSION error. Best I can tell, my Chrome version is current.   

Did this work before? N/A 

Chrome version: 50.0.2661.102  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 21.0 r0

This worked forever for me, but all of the sudden in this last month I am not able to access fb at all on Chrome.

Unable to repro this issue on Windows 7 for Google Chrome Stable Version - 51.0.2704.63 

Screen-recording is attached.

@lindalouconnor: Could you please perform the steps mentioned beneath and let us know your observations.

1. Update your Google Chrome to Latest Stable Version - 51.0.2704.63 
2. Check your network connection.
3. Re-test the same on a clean profile [chrome://settings -> Add Person]
