Whenever I try to login to Chromium I get a "service unavailable - try again later' message

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2733.0 Safari/537.36

Steps to reproduce the problem:
1. Try to log into Chromium
2. 
3. 

What is the expected behavior?
That I can log in

What went wrong?
Whenever I try to login to Chromium I get a "service unavailable - try again later' message

Did this work before? No 

Chrome version: 52.0.2733.0  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Unable to repro this issue on Windows 7 for Google Chrome Canary Version - 53.0.2748.0 

Screen-recording is attached.

@peterq: Could you please perform the steps mentioned beneath and let us know your observations.

1. Update your Google Chrome to Latest Canary Version - 53.0.2748.0 
2. Check your network connection.
3. Re-test the same on a clean profile [chrome://settings -> Add Person]
