Shift-Esc to open tab manager doesn't work

Issue description

Version: 52.0.2743.1 canary (64-bit)
OS: Win 8.1

What steps will reproduce the problem?
(1) Hit shift-esc with focus on various things (content on different pages, omnibox, browser elements, etc.)

What is the expected output?
Task Manager pops in all scenarios.

What do you see instead?
Task Manager never pops (opening it manually from menu works).

IIRC Bruce had fixed this in the past but it seems broken again?

Some pages (including gmail) trap Shift+ESC.

Also, some applications trap Shift+ESC. One example is Intel Management and Security software. You can configure this by opening it, going to the Intel AMT tab, and changing the hot-key from Shift+ESC to something harder to type.

This is a bug (overly greedy grabbing of a global keyboard shortcut for no good reason) in Intel AMT, not a bug in Chrome.

Yay! That fixes it (Intel Management and Security Software), thanks!

(I wonder if random connectivity problems I've seen on this machine have been due to me spamming this hotkey... poor hotkey choice..!)
