Regression: 'File Size Stats' and 'Metrics' options is not hidden after dragging horizontal handle to upwards.

Chrome Version: 53.0.2748.0 (Official Build) 20447ead8ba4b9bf3310da0d80a23a199aba1d60-refs/heads/master@{#395748}-32/64 bit
OS: Windows (7, 8, 10), Mac(10.10.5, 10.11.4), Linux(14.04 LTS)

Steps:
1. Launch Chrome and navigate to chrome://tracing.
2. Record traces with 'Web Developer' option selected and drag the horizontal handle upwards.
3. Observe the 'File Size Stats' and 'Metrics' options at R.H.S.

Actual: 'File Size Stats' and 'Metrics' options is seen even after dragging horizontal handle to extreme upwards.

Expected: 'File Size Stats' and 'Metrics' options should be hidden after dragging horizontal handle to extreme upwards.

This is a regression issue broken in M-53, below is bisect info.

Good build: 52.0.2743.0
Bad build: 53.0.2744.0

Yay, CSS.

Do you have a script (manual or automated) to test trace viewer, so we can run it when changing the UI to catch these things earlier?
