link rel=prefetch is broken when used for subresources

Issue description

Chrome Version       : 8.0.561.0 (Developer Build 63421)
URLs (if applicable) :

What steps will reproduce the problem?
1.  Load the above page, which should have an image in it.
2.  The image will be broken.
3.  Using about:net-internals, we see the image was fetched, but it was not properly rendered.
4.  Press reload, and now the page will appear.  I believe this is because it is fetched from cache on the second round.

Summary: link rel=prefetch is broken when used for subresources
I've confirmed this problem reproduces in a Safari using a custom built prefetching WebKit.  So I'm focussing on that, and hopefully Chrome falls right out too.

This issue likely requires triage.  The current issue owner maybe inactive (i.e. hasn't fixed an issue in the last 30 days).  It has also not been modified in a year (prior to this update).  Thanks for helping out!
