Regression: Focus is lost after 'Device missing' link on pressing tab key at Cast overlay.

Issue descriptionChrome Version: 53.0.2748.0 (Official Build) 20447ead8ba4b9bf3310da0d80a23a199aba1d60-refs/heads/master@{#395748}-32/64 bit OS: Mac (10.10.5, 10.11.4) Steps: 1. Launch Chrome, go to NTP and select 'Cast' option from wrench menu. 2. Press tab key and observe focus traverse. Actual: Focus is lost on pressing tab key i.e after 'Device missing' focus ring is not seen on 'Learn more'. Expected: Focus should not be lost on pressing tab key i.e after 'Device missing' focus ring should be seen on 'Learn more'. This is a regression issue broken in M-53, below is bisect info. Good build: 52.0.2743.0 Bad build: 53.0.2744.0 Narrow bisect: https://chromium.googlesource.com/chromium/src/+log/20736267093e102699c508e82425f65db64d522b..18e48ba2a5728f981be0c6ddd2f38a1dbdf7f533?pretty=fuller&n=100 Suspecting: r395128 ? Please help to re-assign if your change is not the cause for this issue. Note: This is Mac OS specific issue and not seen on Windows and Linux OS.

I can repro this. I think this may have existed for a while, but we'd switched to filter view whenever we focused on the search input, rather than just wrapping around to the frf or header.
