Box not repainted on scroll when on mobile or responsive view in devtools

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2739.0 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Create a container with column-count: 1
2. Create a div with overflow scroll and elements overflowing horizontally
3. Scroll and behold the content not showing 

What is the expected behavior?
When scrolling the content should be repainted on the screen.

What went wrong?
The content is not repainted

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes 

Chrome version: 52.0.2739.0  Channel: n/a
OS Version: 
Flash Version: Shockwave Flash 22.0 r0

I've tested with M50 and M53. I could not find any anomaly.
I believe I get this issue too.

Verified that this was fixed by https://codereview.chromium.org/2028893002.

It only reproduces with --enable-prefer-compositing-to-lcd-text
