Unnecessary chrome://apps page gets closed after launching any app in a separate window.

Chrome Version: 51.0.2704.63 (Official Build) 2989ec7055a268f05554172b2207a34c0c842b8d-refs/branch-heads/2704@{#656} 32/64-bit.
OS: Windows(7,8,10), Mac (10.10.5)(10.11.4), Linux(Ubuntu 14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://apps page.
2. Right click on Gmail or any app and select 'Open as window' option from context menu.
3. Now again right click on Gmail app to open context menu and click on 'Gmail'(First option) and observe.

Unnecessary chrome://apps page gets closed after clicking on Gmail option.
Chrome://apps page should not get closed after clicking on Gmail option.

This is a non regression issue, seen from M-30 series.
