Issue descriptionVersion: 53.0.2746.0/8369.0.0 (Official Build) dev-channel daisy, Peppy OS: Chrome What steps will reproduce the problem? 1)Sign in to user>> go to Files.app>> Click on add new services>> go to install new from Webstore>> hover mouse on the apps and move>> and observe Expected: Flickering should not be seen Actual: Instead flickering is seen This is a Regression issue as issue is not seen in M50: 50.0.2661.103/7978.74.0 stable-channel Daisy Issue is not applicable to Linux and Windows

It didn't reproduce on my daisy with Version 53.0.2768.0/8459.0.0 dev-channel daisy test. However it reproduces on canary link: Version: 53.0.2773.0/8481.0.0 canary-channel link Flickering happens when cursor is moved slowly.
