Regression: Header of hangout app is not seen properly.

OS: Windows (7,8,8.1,10),

What steps will reproduce the problem?
(1) Launch chrome, navigate to above url and click on 'ADD TO CHROME' button.
(2) Launch app, sign in to app with valid credentials and observe the header part of app.

Header part of hangout app is not seen properly.

Header part of hangout app should seen properly.

This is a regression issue, broken in 'M-52' will soon update the other info:

This looks to be same as  Issue 608266 , hence merging into that. Feel free to unmerge if this is not the same.
