Feature request: visual download notification for large files

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/50.0.2661.102 Chrome/50.0.2661.102 Safari/537.36

Steps to reproduce the problem:
Dear all, 

I would like to have a conversation about a feature I've been thinking about recently. 

Imagine you're downloading a large file that takes a couple of minutes to download. I tend to forget about the download while doing other things. 

What is the expected behavior?

What went wrong?
Aside this background, it would be great if Chromium had an optional setting to remind me visually about a finished download (visual notification in the form of a card).

This, of course, should only apply to files of a certain size. I don't need a notification for a file that is downloaded after 10 seconds but for files that take a couple of minutes. 

What do you think?

Would that be a useful enhancement of the user experience in your eyes?

Thanks for the feature request. Chrome OS has experimented with a notifications based UI for downloads that approximates what you want, and it's also possible to implement this feature using a downloads extension.

As far as the core browser goes, this is unlikely to be implemented unless as a part of moving the downloads UI to notifications.
