[Passwords and forms] Update Passwords string on Mac |

Issue descriptionAt the top of the "Manage passwords" subpage, the string should be updated. After "Access you passwords from any device...", we should show "On Mac, passwords may be saved to you Keychain and accessed or synced by other Chrome users sharing this OS X account." As mentioned, this is Mac-only.
