[Media Router] Correctly define conditions for enable_media_router GN flag

Currently the relationships between enable_media_router and enable_extensions are not fully specified by GN by platform.

is_ios || is_chromecast => !enable_media_router && !enable_extensions
is_android => enable_media_router && !enable_extensions
everything else => enable_media_router && enable_extensions

is_android || enable_extensions should be asserted in c/b/media/router/BUILD.gn.
